Wio Tracker L2: Clock settings and the cold-boot time sync

The Wio Tracker L2 has no battery-backed clock, so it gets the same
opt-in saved-Wi-Fi time sync at power-on as the T-Deck
(CAP_BOOT_TIME_SYNC / BootTimeSync).

Split out of 4844a9b (Touch UI follow-ups 4).
